Councillors called to extraordinary full council meeting next week

An extraordinary meeting of the full council has been called for next Wednesday (22nd August).

Gavel:There are two items to be discussed and voted on by the members of the Isle of Wight council.

Signing off the Highways PFI Project
As mentioned previously, on Tuesday next week the Cabinet will be voting on the Highways PFI project (document embedded below for your convenience). The next day they will seek endorsement from the full council.

If you missed it yesterday, Cabinet Members will be asked to:

  • Authorise the entry into the 25 year Contract for the delivery of the Isle of Wight Council Highways PFI Project;
  • Authorise the execution of Project Documents to which the Isle of Wight Council is a party;
  • Approve the Isle of Wight Council’s funding commitment to the 25 year Highways PFI Contract;
  • Delegate the authority to the Highways PFI Programme Director to finalise the Contract Documentation, where applicable in consultation with the Project Sponsor and the Cabinet Member for Highways, Transport & Waste;
  • Delegate the authority to the Highways PFI Programme Director to execute the “swap rate” call at Financial Close on behalf of the Council; and
  • Disapply call-in due to the urgency of entering into the Contract by the end of August as set out in paragraph 56 of this report.

Designated Independent Persons
In addition to the Highways PFI Project, councillors will be asked to approve the appointment of four Designate Independent Persons whom the Monitoring Officer, or members subject to a complaint, can consult prior to an investigation.

Four people applied for the position, all former members of the Ethical Standards Committee.

Councillors will be asked to agree :

That George Hibberd, Liz Mackenzie, Ray Smith and Mark Southwell be appointed Designated Independent Persons until 1 July 2013 and that they receive an initial allowance of £301 per annum, subject to review by the Independent remuneration Panel, the outcome of which being backdated to the date of appointment.
