Scrutiny Committee to consider ‘Root and Branch Review’

Readers will remember that one of the pledges of the Island Independents in their Framework for Change manifesto was to carry out a Root and Branch Review of all council services.

Next week, the Overview and Scrutiny Committee, chaired by Cllr Geoff Lumley, will be reviewing the proposed process for the Root and Branch Review before the paper goes to Full Council on 17th July.

Understanding the current position
The Paper (embedded below for your convenience) explains the reasons behind the review – essential in getting a real understanding of the current position of the financial, service scope and quality of each service area so that effective policies, plans and service strategies can be developed – how it will be conducted and who will be involved.

Updates on the review will be delivered to the Full Council in September and December 2013, with the outcome of the initial reviews presented to members at the Budget meeting in February 2014.

Full consultations
Front-line staff, as well as unions, will be consulted on specific proposals and budget proposals and residents and other user-stakeholders will be consulted on wider plans.

The Overview and Scrutiny Committee meeting takes place on Thursday 4th July from 6pm at County Hall. Members of the public are actively encouraged to attend to ask questions or observe.
