New changes on Island NHS Board

A new Executive Director appointment has been made. Katie Gray has been appointed as Executive Director of Transformation and Integration. Katie comes from the world of international container shipping and, before joining the Trust, was Director of Process Excellence in Maersk Line, the world’s largest container shipping company employing 25,000 people in 135 countries.

Katie will focus on supporting colleagues to develop robust plans to help deliver the Trust’s strategy. In addition, she will enable the use of project and programme mechanisms that will ensure those plans and targets succeed. Information management and technology will be an area of focus for Katie and she will work with the IT teams to ensure our IT platforms support the delivery of excellent care.

Welcoming the new appointment, Karen Baker, Chief Executive Officer, said:

During 2013 Isle of Wight NHS Trust identified the need to add new talent in order to reach ambitious goals for a world class responsive and integrated health care system for all our Islands residents and visitors. Experience from three of the world’s top companies – Intel Corp, IBM and Eli Lilly – was brought in and two of these Designate Non-Executive Directors – David King and Jane Tabor – have now moved into full Non-Executive Director roles.

Jessamy Baird who joined the Trust Board and works for Eli Lilly is remaining on the Trust Board as a Designate Non-Executive Director. Lizzie Peers, a qualified chartered accountant, with over 20 years’ experience as an external auditor working across the UK public sector has also joined the team as Non-executive Financial Advisor to Trust Board.

Welcoming the Non-Executive appointments Trust Chairman, Danny Fisher, said:

“As we look to develop and innovate to ensure that where appropriate as many services as possible are provided by Isle of Wight NHS Trust on the Island we need to ensure that the Trust Board has the right mix of skills. Our three new Non-Executive Directors bring a great deal of experience from the pharmaceutical and information technology sectors. In terms of Non-Executive Director appointments, this is something we had been unable to secure from Island based candidates at the time of their appointment.

“At the time of their appointment as Designate Non-Executive Directors we indicated that they would be considered for appointment to the Trust Board if a Non Executive Director vacancy occurred. There will be significant change in the NHS both nationally and locally over the next 10 years and our new Non-Executive Directors are ideally placed to support us as we move towards becoming an NHS Foundation Trust.”

David King
David King was a director of Intel Europe, Middle East and Africa (EMEA) and was responsible for Intel product sales and marketing in many varied assignments across the region. He brings extensive experience in sales, marketing, business management and applications of new technology to the board. He joined Intel in 1981 and retired from his position at the end of 2008.

He is currently a trustee at UKSA in Cowes, a charity focussed on offering young people transformational opportunities through maritime experiences and is also a non-executive director with Seqol a social enterprise which combines adult community health care and social services in Swindon , Wilts. David was previously a Non-Executive Director at Swindon Primary Care Trust (PCT) with lead responsibility for dementia. David lives in Marlborough, Wiltshire.

Commenting on his appointment David said:

“I am well acquainted with the Island through my role as a Trustee at UKSA and have found my time on the Board as a Designate Non-Executive Director interesting but felt I could do more to help by becoming a full Non-Executive Director. I have a strong commitment to the growth of community based care tailored to meet the needs of local communities and I want to help healthcare on the Island thrive as the Trust meets the significant challenges of providing care in the future to an ageing population with limited resources. I believe that the skills I bring from Intel and my other activities will help the Trust rise to these challenges.”

Jane Tabor
Jane Tabor was until 2012 the Director of Global Alliances at IBM for Europe and has 16 years experience in a variety of UK and international senior leadership positions, successfully developing multi-site technology and services business’s across both private and public sector.

Jane is currently a Non-Executive Director with First Wessex Housing Association and Loughborough University. For eight years Jane was a Trustee of AbilityNet, a not for profit organisation helping those with disability or impairment to lead more fulfilling and productive lives through the use of adaptive and accessible information technology, and for four years a Trustee of the IBM UK Charitable Trust. She lives in Otterbourne, Hampshire.

Commenting on her appointment Jane said:

“I grew up in Southampton and spent over ten years regularly visiting the Island. We have some very good family friends on the Island. I am committed to working with the Trust and staff to improve the experience of patients and believe that the skills and experience I bring to the role of Non-Executive Director will benefit the Trust as it seeks to adapt to the changing world of healthcare. Since I was appointed as a Designate Non-Executive Director in December 2013 I have met some truly committed staff who are delivering quality care to Islanders and visitors. I look forward to working more closely with them.”

Lizzie Peers
Lizzie is a chartered accountant with over 20 years’ experience as an external auditor working across the UK public sector. She has worked as a senior manager for the Audit Commission and most recently for Ernst & Young LLP, a global accountancy/consulting firm. Key health clients have included Strategic Health Authorities (SHAs), PCTs, Acute, Mental Health and Community Health providers.

She has also worked at national and regional levels on projects with the Audit Commission, other inspectorates and representatives of central government in areas such as the transition to Clinical Commissioning Groups, use or resource assessments, partnership development and FT readiness. As well as providing financial advice to the Board, she is currently a Non-Executive Director on the Board of a mainland NHS Foundation Trust hospital, a lecturer at the University of Portsmouth, specialising in corporate governance, ethics, audit and accountancy and the treasurer and trustee for a national children’s charity, based in Portsmouth.

Background to Non-Executive Appointments
All non-executive appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees political activity (if any declared) to be made public. Both appointees have declared no political activity.

The appointments are made from 7th June 2014 and have been made in accordance with the Commissioner for Public Appointments’ Code of Practice including open advertising of the positions. Financial Advisor to the Trust Board
In order to fulfil the role of Financial Advisor to the Trust Board the Advisor is required to be an appropriately qualified financial accountant and possess relevant financial experience.

The Financial Advisor’s role and responsibilities are:

  • Provide independent Non Executive financial advice to both the Trust Board and its sub-committees particularly the Finance, Investment & Workforce Committee and Charitable Funds Committee
  • Work with the Executive Director of Finance to ensure effective Board assurance in relation to financial matters
  • Attendance at the Audit & Corporate Risk Committee
  • Provide scrutiny on the Trust’s Annual Accounts
  • Provide scrutiny on the Long Term Financial Model and CIPs
  • Provide independent Non Executive advice on all aspects of financial accounting, including cash flow, capital, etc
  • Maintain an overview of the Trust’s financial position and focus on achieving strong financial management
  • Provide an independent view of the financial internal controls and audit plan in place
  • Support appointment processes for internal and external auditors.
  • Support the Trust during the Monitor assessment process.
  • Maintain an understanding of the strategic context of the Trust.
