The man was spotted by a woman on Castle Road sometime between 1 and 1.30am, Sunday, November 23.
Police investigating the incident arrested a 26-year-old man from Newport. He was questioned on suspicion of exposure and bailed until February 10.
DC Gillian Harvey said:
“There may not have been a great deal of people around due to the time of night, but it is possible others may have witnessed the offence or seen something unusual.”
