The list of schools the Isle of Wight council is proposing disposing of has been issued.
The papers, issued this afternoon, declare the schools are, “no longer be required for education purposes.”
The Delegated Decision papers go on to say, “Approval is now sought to declare these sites surplus to education requirements and authorise officers to commence a disposal programme.”
The decision, due to be taken next week, has two options
- Option A – To declare the sites surplus to requirements, obtain outline planning consent, where appropriate, and market.
- Option B – Not to declare the sites surplus to educational requirements.
Option A is recommended.
Under the Risk Management and Evaluation section, they provide this analysis …
- Option A – Implementing Option A would assist the Council in providing sufficient and appropriate accommodation for Island schools. The proceeds of sale would be used to support future investment in school improvement schemes. Any delay in selling the sites would not unduly affect School Improvement Schemes as the programme is not wholly dependent on receipts.
- Option B – Without the benefit of future capital investment, a proportion of which could come from property receipts, the schools included within Phases 4 and 5 of the Schools Capital Programme would not secure high quality teaching and learning environments. There would be a significant ongoing maintenance liability associated with each of the sites. The Council would not have sufficient revenue funds available to support surplus educational facilities and capital funding would not be available to invest in future school improvement schemes.
