To note that the chairman, in accordance with the provisions of the council’s decision making process contained in the constitution, was consulted upon an urgent item that was considered by a special meeting of the cabinet on 25 July 2013. The item related to the award of contracts for the provision of site surveys and front end engineering design in connection with the Solent Energy Centre Project.
The chairman was made aware of why the matter was urgent, why it could not wait until the next edition of the forward plan and why it missed the previous edition. In addition the due to the urgent nature of the decision the chairman accepted that it would be appropriate to dis-apply the call in provisions.
The Committee will be looking at other items on the latest Forward Plan and answering questions from other members.
