Seven-bedroom HMO in Ryde approved despite objections

Planners approve seven-bedroom Ryde HMO despite 26 objections over character and disturbance

A seven-bedroom House in Multiple Occupation (HMO) in Ryde on the Isle of Wight has been given the go-ahead despite 26 objections.

Planners approved Mr and Miss Jerram’s application for an official change of use of 1 Butts Road in Haylands, a residential property near Upton Road Park.

Why planners approved it
They said there is no evidence that HMOs in this area are having a detrimental effect on the neighbourhood.

Concerns raised by objectors
Those against the proposal voiced concerns such as overdevelopment, harm to local character and adverse impacts such as noise, disturbance, comings and goings and anti-social behaviour.

County Hall’s decision report said,

“There is no evidence of cumulative impacts of HMOs causing harm to this part of Ryde, and it is also noted that both the council’s environmental health and HMO licensing officers have not objected to the proposed use of the property.

“The proposal would comply with the council’s parking guidelines and would not be likely to have any unacceptable highway safety impacts.”

Conditions and layout
Four conditions were included in the consent to protect the amenities and living conditions of neighbouring property occupiers as well as those living in the HMO, and to comply with planning policy and legislation.

Planned internal arrangements include individual letting rooms, a shared kitchen, bathroom and communal facilities.
