Breaches discovered at Care Home for people with mental health issues

A CQC inspection of a care home that provides accommodation for people with mental health needs reveals the former management team left without notice and removed or deleted electronic records.

The new management team at The Croft in Freshwater have been running the home – which has 18 people living there – since May 2016.

Due to staff shortages, the manager – not yet registered with the CQC – has had to work some care shifts meaning their ability to undertake all of their management functions has been impacted.

Inspector’s concerns
An unannounced inspection by the CQC in September found the management team had taken action to address immediate concerns when they took over the running of the home in May 2016 and were committed to rectifying the situation and ensuring people received a service which met their needs.

The report found:

  • Is the service safe? – Inadequate
  • Is the service effective? – Requires Improvement
  • Is the service caring? – Good
  • Is the service responsive? – Requires Improvement
  • Is the service well-led? – Requires Improvement

Breaches of Health and Social Care Act
Three breaches of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 were identified.

Checks on whether staff had a criminal record or were barred from working with children or vulnerable people had not been completed.

Adequate action had not been taken or maintained to ensure medicines were managed safely and there was a failure to ensure that people were protected from the risk of infections.

Residents felt safe
The report goes on to say that people felt safe and were supported and encouraged to be as independent as possible. They, and relatives, were positive about the care people received.

Visitors were welcomed and there were good working relationships with external professionals. Staff worked well together, which created a relaxed atmosphere that was reflected in people’s care.
