Dave Burbage: First stage of role shifting to PAYE approved

The Isle of Wight council’s Employment Committee met this morning to decide the future contractual status for the post of Strategic Director of Resources, currently held by Dave Burbage.

It may have been one of the shortest meetings on record, lasting, we’re told, just 14 minutes.

The committee, made up of Cllrs Bacon (for Gilbey), Blezzard (Chairman), Gauntlett, Hutchinson and Stephens voted unanimously to adopt the recommended changes in the report prepared by the Head of Human Resources.

Contract runs until end of July
If the Cabinet also approve the decision, the post held by Dave Burbage which he is currently paid through his limited company for, will change to PAYE with a contract of employment.

Dave Burbage’s current contract runs out 31 July 2013.

All change
Under the new Independent-led council, the recommendations approved were

Option 1: Agree to put in place a change in contractual status for the Strategic Director of Resources post holder from that of a contract for services to that of a contract of employment, subject to confirmation in accordance with the Council’s Constitution, from Cabinet Members that there is no objection.

Option 3: Agree the proposed remuneration package for the post of Strategic Director of Resources.

Option 5: Agree the proposed job description, job title and remuneration for the additional duties of the Head of Paid Service

Option 7: Recommend to Full Council that the Strategic Director of Resources continues in the acting Capacity of Head of Paid Service until 1 April 2014 together with the Head of Financial Management continuing in the acting capacity as Section 151 Officer for the same period.

Dave Burbage Ltd
Readers will remember that the news Dave Burbage was being paid through a limited company broke through OnTheWight back in 2011 and was followed up in Private Eye and other media.

At the time there was a great deal of media attention surrounding public sector workers being paid through private limited companies.

In February 2012, former Chief Executive, Steve Beynon, defended Mr Burbage’s pay arrangements, saying

“The arrangement has been reviewed several times and on each occasion has been found to provide exceptional value to the council tax payer.”

Apart from being morally indefensible. Not that that ever bothered Beynon, of course, who knew the price of everything and the value of nothing.

Will Dave ‘two saucers please’ Burbage now have to forgo the former pension that depended on his not having another job?

That is a very good question. But I suspect we may never know the answer.

I’m glad he is willing to ‘go on the books’ and think this also bad news for Stewart Love.

Mr Love is unlikely to wear the Chief Exec crown now is he, despite what looked like assurances from the Tories, pre-election.?

Just because the councillors are seeking to change the set-up doesn’t mean that Burbage will accept it.

He may just decide to leave when his contract ends in July.

And depending what he was being paid on contract and is being offered PAYE means the council will now have to pay him a lot more for him to get the same remuneration on a monthly basis

I think I read somewhere that he has accepted but has agreed to forgo any pension from the job. I expect if he took a pension it will come under the new rules for council pensions and will also make his current pension fund that he got before he went as a consultant also come under the new rules. Probably he can keep his local government pension + new local government monies as long as they do not exceed his last paid local government employment and presumably adjusted for any pay increases between ‘retirement’ and this new Council job. All I hear is lots of meddling by the new council. Why is it that the new leader is not more decisive? A vision beyond just cutting budgets. A vision on productivity within the council. A vision on delivering services we actually pay. This would be a good starting point.

Their vision isn’t about cutting budgets, it’s about improving the services to the Island.

The change of Dave Burbage’s role from contract to PAYE will actually cost the council slightly more than before, but it is morally improved.

That is what is important to many Islanders.

@ Trevor – The current set of DIRECTORS AND MANAGERS are wholly focused on budget cuts – FACT. The new council may or may not be focused on improving serviced to the Island. Having spoken to people who work at County Hall, I hear that Dave Burbage is very good at his job, so I can see no reason why the new leadership would want to get rid of him.

I feel ALL previous contracts of employment with officers, directors, advisors etc. should end when an administration is voted out of power.

Of course they could well be successfully taken on again on their merits if they had a good track record and were previously considered value for money, but I feel the current shower would be struggling on that basis.
