Call-in For Highways PFI Preferred Bidder Delegated Decision Has Been Disapplied (updated)

Further to our report earlier relating to disallowing the call-in on the Highways PFI preferred bidder delegated decision, this update just in.

Magnifying glass:Papers for next week’s Cabinet meeting reveal that the call-in has been disapplied. The following reasons were given.

This is due to the urgency of obtaining the approval from DfT/HMT of the Final Business Case whilst the Preferred Bidder’s lending terms remain current. Any delay in the approval of the FBC could result in the need to refresh the lending terms offered by the Preferred Bidder which could result in increasing the cost of the Project.

“I support the disapplication of call-in”
Chair of the Overview and Scrutiny Panel, Cllr Vanessa Churchman said, “Given the tight timescales involved and the discussions I have had with the other members of the Overview and Scrutiny Committee I support the disapplication of call-in for this decision, provided that all members are sent a copy of the report and are (if they wish) able to attend the Cabinet meeting.”
