Newport care home breaches regulations on safety, staffing and governance, says CQC

Newport care home downgraded by watchdog over safety and staffing, though staff praised

An Isle of Wight care home has been downgraded from ‘good’ to ‘requires improvement’ by a watchdog.

Legal regulation breaches relating to safe care and treatment, premises and equipment, staffing, and good governance were found at Cornelia Manor in Newport by the Care Quality Commission (CQC) during a recent inspection.

The home, run by Hillview Care, provides accommodation and personal care support to older people, some of whom may be living with dementia.

Safety and premises concerns
An inspection report said,

“People did not always receive safe and effective care. We identified concerns relating to the management of medicines, historic environmental safety concerns, in relation to fire safety and additional equipment and premises concerns, including but not limited to, legionella and bedrail safety.

“Most people and relatives felt there was not enough staff available or visible and many commented on delays in call bell response times.”

Staffing and governance
Inspectors also observed governance systems were not consistently effective, and oversight processes had not identified all areas for improvement.

Positives found by inspectors
However, positives raised by the CQC included people and relatives confirming staff were kind and basic care needs were met as well as the manager and their deputy showing they were dedicated and passionate about their roles.

Ratings breakdown
Cornelia Manor has been rated ‘requires improvement’ overall as well as for the CQC’s safe and well-led categories.

Across the effective, caring and responsive inspection areas, the home was graded good.

Cornelia Manor has been approached for comment.
