The CLA say fly-tipping is not a victimless crime and that the Government, local authority and Environment Agency must work together with farmers and landowners to help reduce fly-tipping on private rural land.
The CLA says that private landowners are fed up of clearing away other people’s rubbish and paying for the privilege and call for tougher penalties on flytippers.
CLA South East says new fixed penalty notices for fly tipping which come into force on 9 May are welcome, but fears they may not be enough to stem the rising tide of refuse dumped in rural areas.
The council say the ban for commercial waste operators is temporary and that they "do not envisage there being an increase in the incidents of fly tipping"
