‘Southern Powerhouse’: Hampshire & Isle of Wight’s devolution Statement of Intent issued

Back in June OnTheWight reported on discussions that had taken place around the idea of a Hampshire-wide Combined Authority – what is now being referred to as ‘The Southern Powerhouse‘.

Paperwork in the public domain revealed the Hampshire and Isle of Wight Local Government Association had agreed to support a proposal for a Hampshire-wide Combined Authority. In addition, Isle of Wight council leader, Jonathan Bacon, was a named signatory on a letter to Government advising of the plans.

Statement of Intent sets out the plans
Things have moved on since then, a Statement of Intent (see below) was sent to Greg Clark, Secretary of State for Communities and Local Government, at the end of July. Meanwhile, officers from all 15 of the local authorities involved and two local enterprise partnerships (EM3 and Solent) have been working together to develop that Statement of Intent into a formal prospectus.

The prospectus has not yet been completed, but will highlight the “bold and ambitious” plans mentioned in the Statement of Intent which states,

By 2025:

  • Thousands of jobs will have been created in our cities and major towns through their multi-billion pound public/private investment plans, for example Basingstoke’s Economic Masterplan and Southampton’s £3bn City Centre Masterplan;
  • The £2bn Solent LEP investment strategy will deliver at least 13,000 new homes and 10,000 new jobs;
  • Our local planning authorities envisage 70,000 new homes being delivered;
  • Our education authorities will invest over £500 million in new school places.

Council to consider options
Isle of Wight councillors will be asked at next week’s Full Council meeting to adopt options (a) and (c):

(a) Support the prospectus for a devolution deal for Hampshire and Isle of Wight as the basis for negotiation with government.
(c) Confirm that the final devolution deal must ensure the financial security of Isle of Wight and availability of public services to its communities.
(d) Note that at this stage the council is making no commitment beyond continued involvement in the development of a potential deal.

The papers below explain the details behind the plans. Full council takes place at County Hall on Wednesday 2nd September at 5pm. Members of the public are welcome to attend.

So much for Big Society and empowering local communities, why not have a referendum on this on the Wight?
Isn’t that a democratic way of dealing with it.

@Sciolist perhaps if you are going to do nothing and sit and watch you should do it from the comfort of your armchair and resign your council seat to someone prepared to fight. We need Councillors that are not only prepared to fight for their Wards but also the Island as a whole.
Your comment shows that you are not worthy of the title Councillor.

It’s offering a sprat to catch a mackerel.The big fish is the island. There will be no “Thousands of jobs” created on the Isle of Wight. The £2bn Solent LEP investment strategy will not deliver new homes or create many new jobs here. What they “envisage” is one thing what they build is another.There will be no investment in education authorities it will be left to Academies… Read more »

When Jonathan Bacon publicly demanded that Andrew Turner support calls for increased government funding, the County Press reported Mr Turner said words to the effect that if the Council was negligent enough to issue a cheque for over £500,000 to a liquidated company then it would be difficult for him to argue for increased government support. Let me be clear for the umpteenth time….. The money paid to the receivers of the failed company (PIhl) was made against an invoice received for work(s) ‘allegedly’ carried out. The Court decision in April already confirms that some of that money was due for works carried out and that some of the money would have been payable to the receiver in any event. Free Speech: I havn’t read the reply (to my letter the week before) thus far…. Not sure what he can say frankly….. He does not attend County Hall briefings put on for Councillors, his job is in London, he seldom comes back to the Island during the week…. his residents need to KNOW this. Free speech: He has no ability to NOT claim the allowances. He is paid the set ‘independently set’ rate for the job. He chooses, he says, to give it away. He does not *not* claim it. I say, give it back to the Council – not a charity. I havn’t read it…. why would I? I know what he doesn’t do… Btw, all of this is public… Read more »

Still confused about the payment to a liquidated company Phil. It WAS paid after liquidation. If the money was due why not wait until the final amount was presented by the liquidator which is common practice. Then the Council would not have incurred court costs trying to get it back.
