It’s starting to feel like every edition of Private Eye has the Isle of Wight council in it these days.

Dave Burbage Ltd In Private EyeThe latest copy has an article about Dave Burbage Ltd – the company that the Dave Burbage, head of finance at the Isle of Wight council, works for IWC through.

As the piece says, “Islanders had thought that the director of finance was a council employee.”

“Why the ‘consultancy’ ploy?”
Posing the question, “Why the ‘consultancy’ ploy?”, it explains that the ex-Newham Chief Exec Dave Burbage, arrived on the Isle of Wight as Director of Finance and interim Chief Executive, from Newham council in London, when the Island’s previous Chief Exec, Joe Duckworth, left the Island suddenly to go to …. Newham … as its Chief Exec. Effectively swapping positions.

Private Eye says local government rules state that the generous pension that Dave Burbage gained from his £158k/year Newham job, would have been in danger of being cut if he had taken a job in local government.

No loss of pension
They say every pound that he was paid over his new salary + old pension payments, would have been taken away from him – if he’d been employed by the Isle of Wight council.

Given this has been subsequently estimated by someone with knowledge of the situation at a possible loss to Dave Burbage of £40,000+, the fact that it’s Dave Burbage Consulting Ltd that is providing the services to the council, none of that £40k+ is lost. He can continue to receive his full pension allowance – because he’s not ‘working’ for the council, he’s working for Dave Burbage Consulting Ltd.

How Dave Burbage Consulting Ltd came to light
The VentnorBlog article on the final release of the IWC spending was published at 12:14 pm. Less than an hour later, Dave Burbage Ltd was raised by Media watcher.

Ten minutes later, after a quick bit of further digging and adding up, we’d found out that Dave Burbage Ltd has been paid £73,962.50 in just six months.

Yep time for some answers.

IOW Council involved in a contract specifically to help the benefactor avoid pension penalties…..bet the legal department are hard at work at this very moment.

I bet they are.
The Statutory office of Section 151 Officer (this director of finance) has to be an employee of the Council.
This has been referred in legal opinion from Eversheds and case law, although it is permissible for a local authority to procure non statutory financial management services from an individual on the basis of a contract for services.

Hmmm lets have a look at the Logotech system procurement FOI, did this break Council procurement rules and ask why were former Newham employees invited to sell a system to IOW…..

what about the £8m underspend hidden in reserves last year??? please explain this to tax payers. Also Steve Beynon has disclosed budget for current year is in balance, more like in credit of £8m………. What about a FOI on the year end transactions to achieve surplus of £700k….. Also project sponsor of SAP project that ended up costing £7m with bonus payments to contractors for a system… Read more »

It may just be that the rules of the Local Govenment Pension Scheme allow the trustees of that scheme to “look through” Burbage’s new contractual arrangements, and decide that, if they are simply a device to circumvent the rules, they can treat him as if he were an IW Council employee, and cut his pension. What is mind boggingly astounding about, not just this, but all the revelations spilling out of this maladministration is that this lot had the temerity to spend in excess of £1million on pursuing the Undercliff business and claimimg the moral highground. It would seen some thing dodgy is going on,with Duckworth and Burbage.Seems strange he took his old job,then resigned after a year.Now back living on Island.If it is some kind of fiddle,can nothing be done.Why does are Island MP,not look into it.After all is,t he supposed to look after are interest.

They are all squirming now. No wonder the council were stalling over the freedom of information. But if we looked further a other consultants earning a quid on the side, how many more are ‘retired’.

I can’t see why anyone would be surprised by this, especially if they voted Tory last time round. After all, if your’e “one of us” isn’t it still true that anything goes? Presumably Mr Burbage himself can tell us if this is all above board. He’s the finance guy, isn’t he?
Maybe our old friend Rog could get him to come on board and explain the ins and outs. Just to put an end to all the ‘speculation’, of course.

According to the Private Eye article, there is a subtle reason for this arrangement. Burbage was previously employed by ( I think) Newham council and took a medical retirement ( happily he now seems to have recovered..). Part of the deal with that council was that if he took up employment with another council subsequently his pension payments would be reduced by the amount he earns under… Read more »

Well now, I’ve just had a shock. The overpaid number cruncher Blurbage has gone into print in a pathetic attempt to justify his devious machinations in regards to pay.

I bet none of you can guess what organ has given him the opportunity to patronise the electorate further?
