Cllr Phil Jordan disputes claims in Cllr Seely's CP letter, commenting that they 'entirely misrepresented' his views on the importance of rural broadband.
BT were chosen in September 2013 as the preferred bidder for the Isle of Wight Rural Broadband Project.
A budget of £3m was approved for the project which was due for completion in September 2015.
The project was completed in August 2016 with a £1.7m underspend.
