Cabinet approve plans to purchase derelict building

The Cabinet have agreed in principle to use compulsory purchase powers to buy the building in Sandown, which has stood empty for more than a decade.

The owner of a derelict property in Sandown could be forced to sell it to the Isle of Wight Council so that it can be brought back into use.

The council looks set to use compulsory purchase powers to acquire the building on the corner of Fitzroy Street and Station Avenue, which has stood empty for more than a decade.

The premises consist of a number of units and has a current estimated value of £405,000.

In approving the move in principle, Cabinet members said it showed the authority was prepared to get tough to bring long-term vacant properties back into use.

Council leader, Dave Stewart, said:

“First and foremost we want to support owners to bring empty properties back into use. That said, we also want to make best use of available homes on the Island and we want our neighbourhoods to be pleasant places to live.

“For the minority of empty homeowners who knowingly and deliberately leave their properties empty year after year, we will take action. Overgrown and boarded up buildings attract pests and crime, and can make people’s lives a misery.

“In this case, I am extremely grateful to the local member, Councillor Ian Ward, who has worked hard on behalf of the local community to get this matter resolved. It has been a long, long saga.

“The council has made every effort to work with the owner over many years to bring these premises back into use and secure repairs as in their current state they severely affect the amenity of the area.

“We will be looking at other properties around the Island.”

Repairs notice
Last month, the council issued a notice requiring the owner to carry out repairs to the property which has deteriorated significantly since an arson attack in 2008.

On Thursday Cabinet members agreed in principle to use compulsory purchase powers to acquire the premises and a further report will now be prepared.

Targets homes stood empty for more than two years
The council’s Empty Property Strategy, as part of its wider Housing Strategy, targets those homes which have stood empty for more than two years.

While the authority aims to work with owners to bring properties back into use in the first instance, it has warned it will consider using enforcement action where necessary.

Is this the same council that neglected Ryde Theatre and Ventnor Winter Gardens (as just two examples) allowing them to fall into a state of disrepair before eventually virtually giving them away?

Stones and glasshouses spring to mind and put your own house in order first.

Here’s hoping that this is a significant sign of improvement; I’m reminded that many current council members were also responsible for neglecting their duty to protect the Listed former Frank James Hospital from an expensive decade of damage and deterioration. Leaving buildings empty not only promotes decay and vandalism but also wastes valuable assets, and continued use of course reduces any need for wasting money and materials… Read more »

Aah but was there an election looming and was the local Councillor under pressure for wasting literally millions of pounds of islanders money on a ferry procurement project he and his department mismanaged on an epic scale? This is effectively spending half a million of our money including CPO legals to get an inadequate Councillor re-elected. Rotten borough.

It’s all very well spending the council tax payers money on this project but has the council got the in-house expertise and workforce to actually do it? Or even the money? Will this be another “in partnership with” type project whereby one of the existing housing managment companies makes a packet out of pulling the wool over the councils eyes or a contact awarded to a builder?… Read more »

400K AND fire damage? Another FB6 waiting to happen. Put it up for auction and let a savvy investor put it to good use. HMO sounds like a good plan and would produce the best ROI. A guy on Homes under the Hammer achieved 22% ROI on his HMO conversion. Anything our council do with it will likely turn out to be a White Elephant.


following the purchase and the cost of same, I suspect a further 200k will be required to bring this old and tired building back to standard, a HMOI would be the way forward rather than Flats

So, am I wrong or am I wrong? Is this the same Council that keep blathering on in the press that they are skint? The same Council that recently bought Venture Quays for £1.3million and now throwing £400K at this wreck? I need a beverage!
