Four ‘low-cost’ homes could be built on land currently used as a garden in an Isle of Wight coastal town.
Penny Downer has applied for planning permission to construct two pairs of semi-detached chalet bungalows at 109 Old Road in East Cowes.
Each unit would have a living, kitchen and dining room with a bathroom and bedrooms above, according to her agent Paul Stack.
The case for development
The benefits in providing a ‘low-cost’ housing unit within an under used urban plot of land ‘clearly outweighs’ any possible identified harm, a Planning Statement said.
It said,
“The minor and sympathetic scale of the redevelopment are such as to ensure that the proposed works will not impact on the amenities of any nearby residential occupiers.
“The scheme does not adversely impact on the character or appearance of the area given the existing scale of surrounding development in the locality.
“The proposal takes the opportunity to provide for additional two and three bed dwellings helping in some small way in meeting the Island’s housing needs within an underutilised windfall site.”

Members of the public can comment on the plans (26/01099/FUL) until 21st September and a decision is expected by 13th October 2026.
