Ryde Town Council Precept Meeting Tonight

If you’re a Ryde or Binstead resident, please come along to the Town Council’s meeting tonight (Thursday).

Ryde Town Council Precept Meeting TonightIt’s not the normal monthly meeting, but a special one to hear from you how much you want to spend in attempts to keep services open in Ryde, such as the Waterside Pool, lifeguards on the beach, the Tourist Information Centre, and the toilets at the Binstead Rest Garden.

There are also great uncertainties about the Carnival Learning Centre and general Youth Services in Ryde.

Funding due to cease
Funding for these services is due to cease at the end of March, following the IWC Cabinet recommendations, which are virtually certain to be rubber-stamped in February.

Although there are moves afoot to form a community group to run the Waterside Pool, it will still need funding in the short term.

7 o’clock tonight
The meeting starts at 7 o’clock tonight, in the George Street Centre [the Baptist Church] in George Street, Ryde. The Town Council will be there to LISTEN to you – it’s your money.

1p for the toilets
It would cost something like 87p a week extra [for a Band D property] to keep all these services going, with some money left over. The Binstead toilets would only be 1p a week – if they close, you won’t be able to have “¦.!

Please note: the idea of the meeting is to get a sense of residents’ feelings regarding the effect of proposed IWC service cuts.

Listening
We are there to listen – it is NOT the appropriate time or place to vent our feelings against, or stick up for, the ruling group, their policies, or the coalition Government.

Whatever we think about the rights or wrongs, we have to be prepared for the worst-case scenario – we don’t have the luxury of time.

We have to set the precept at Full Council on 7th February, as IWC need it before their decision-making meeting on the 23rd.

One Parish Council has decided to withold its precept request until the 1st March. This despite the IWC requesting it earlier. They are able to do this under a government act. There is absolutely no need for Ryde to set their precept in the timescales set down by the IWC. Councillors in the Parish feel that they are unable to confidently set a precept without further information… Read more »

From the report, it said 1p per week for the Binstead toilets. That makes 52p on Council Tax which, multiplied by the number of people in the Parish, might not be far off the requirement.

Thanks for the comment, DD. I’ve heard about a council proposing to wait till the 1st March. The IWC officer I spoke to wasn’t sure about the feasibility of that, as IWC need the figures for inclusion in its own budget setting meeting. Brian I am confused. The Island Council stated when proposing closures of public conveniences and libraries that they were hoping town and parishes and communities might take these services on. They highlighted the roll of towns and parishes in this process. However I now believe that this is not possible because under the Community Asset Transfer policy towns and parishes are excluded from being able to do… Read more »

I think all towns and parishes have been busy with the IWC since before Christmas, not only because of the cuts but because of the lack of communication and consultation with towns and parishes. Sorry for the slow response, DD – recovering from a good, and enjoyable, consultation meeting. Ryde and IWC – special relationship? Not if people at the meeting are to be believed. However, our clerks have been branded “The Smiles of Ryde” when they enter County Hall – possibly because they’re happy to be away from me! Brian,
Are you telling us that Ryde is going to be able to set its precept BEFORE the IWC has its meeting to decide which services they’re going to be asking you to take over? How does that work, then?

I guess that RTC have based their possible precept increase on proposals approved by Cabinet. Taking the ‘worst case scenario’ angle.

We don’t know worst case scenario’s though Sally because the goal posts keep changing. Ryde is very lucky in that it employs two clerks,a minutes secretary and may be others, yet they have no property or council office. Ryde was emparished because IWC were going to charge a precept for the town anyway, and then spend the monies how they wished. RTC thought (probably) that if they had to pay, they might as well say how that money was spent.

Although, I think it has just created 2 jobs that distribute the money to worthy causes

If IWC really has told Ryde it needs its precept before Feb 23 then it’s a political try-on as well as illegal. Any officer who’s putting out that line should be nailed for doing political work. Of course Pugh wants to know what the parishes are willing to cough up. The more commitments he gets in, the more he will be able to say to wavering councillors… Read more »

… and not only that, if anyone, anywhere on the island, has documentary evidence of any IWC paid officer telling a parish that the precept is required by Feb 23, I will personally lay a complaint against that officer, and also against any councillor who can be shown to have given the instruction.

I’m cross now…

Don’t get the knives out for the officers, I believe in this instance they have told the CEO and cabinet members the date set down in the Local Government Finance Act 1972 sections 39 to 52 but have been ignored. It is my understanding that if a TC fails to set a precept in time it will have to arrange collection itself…costing as much as the precept itself.

If they do it according to the Councils timetable..IOW Council collect the precept at no cost to the town council

so…I would call that blackmail

You are right No.5. The Chief Executive said at a meeting of IWALC that if Towns and Parishes failed to set their precepts in the timescales laid down by the IWC it would be down to the individual Towns and Parishes to collect the precept themselves.
