Dave Burbage Ltd: Contract Renewal Up For Discussion

Remember the story that broke on VentnorBlog and ended up in Private Eye about Dave Burbage, the bloke who is Director of Resources (among other roles, like Head of Finance) at the Isle of Wight Council?

Mouth talkingIt was about him getting paid around £12,000 per month, but not as salary, but the IWC was paying his company, Dave Burbage Consulting Ltd.

Before the story was exposed on VB, this information wasn’t known – well, not outside select people at the council anyway.

Contract up for renewal
Well, his contract … or rather the contract with Dave Burbage Consulting Ltd … comes to an end on 31 July 2011, with an optional six-month extension built into it.

The official paperwork (emended below for your convenience), reveals that the two year contract was worth £306,000, and if the six-month extension is taken-up, an additional £67,500. The rate for the final six months will include a 9% reduction from the August 2009 rate.

The council papers claim that the £373,500 for 2.5 years work is, “less than that which would have been incurred by the appointment of a directly paid full time employee”.

Employment Committee – Next Monday
Next Monday, the Isle of Wight council employment committee will be discussing if the contract should be extended, or indeed, what should be done about the role

The role of Director of Resources and Section 151 Officer is very powerful, covering as it does, “overall responsibility for a range of corporate strategic services including financial management and business effectiveness together with corporate governance, ICT, and Resident Advice and Shared Services,” the official paperwork (embedded below) tells us.

Recommendation
The recommendation from Chief of the council, Steve Beynon, is to extend the contract and “to commence a recruitment campaign during the intervening period”.

The Members of the committee include four Cabinet members – Dawn Cousins (Conservative); Edward Stephen Giles (Conservative); Roger Mazillius (Conservative) and David Pugh (Conservative) – and two others, John Frederick Howe (Liberal Democrat) and Heather Humby (Independent).
