Labour councillor, Geoff Lumley says nearly three years of minority control has convinced them that the Executive model does not work fairly and will propose a return to the Committee System of governance from 2018.
As part of their alternative budget, the two Labour and one LibDem councillors propose 1.99% increase as opposed to the 4.99% increase being proposed by the Conservative UKIP Alliance.
