Waste Contract Too Wide For Waste Improvement Network Says Cllr Giles

Readers may remember we reported last week that a Delegated Decision in relation to the Waste Contract has been called-in by a number of Independent councillors.

Cllr Edward Giles: Being lead by Cllr Churchman, the call-in argued there was a lack of sufficient consultation and absence of evidence behind the decision.

In relation to the Waste Contract, Cllr Churchman had also argued that the Isle of Wight council should be making use of the ‘Waste Improvement Network’ (WIN), a not-for-profit organisation that helps councils across the country to procure their Waste Disposal strategies using its framework.

Scope too wide says Cllr Giles
We got in touch with the council on 13th April to ask whether they were speaking to the WIN and if so, why they had decided not to make use of it. Three weeks later received the following reply.

Edward Giles, Isle of Wight Council cabinet member responsible for highways, transport and waste, said, “As we have previously advised councillor Churchman, we are talking to the Waste Improvement Network as part of the procurement of a new waste management contract.

“However the scope of the Island project is far wider than that covered by the existing WIN framework contract so it is not suitable for our purposes.”

What is so different about IW scheme?
We got back in touch with Cllr Giles to ask what was so different about the Isle of Wight contract?

After all, according to Cllr Churchman, 141 councils had been able to make use of the framework successfully.

Hopefully we won’t have to wait another three weeks for the answer.

Update 11.05.12: Further to the council advising VB that the waste contract is a PPP not PFI, any references to PFI have been removed from this article.
