Application seeks to allow holiday units to be let 12 months of the year

An application to remove a planning condition, which would then allow 19 holiday units in Seaview to be occupied all year round, has been submitted to the Isle of Wight council.

Salterns Holiday Village is situated next to the Hersey Nature Reserve and includes a range of two, three and four-bedroom properties, let from March through to the end of October.

Planning appeal refused
A similar, larger proposal to remove the restrictive occupancy condition (which related to the whole site) was refused by the Isle of Wight council and later refused by the Planning Inspectorate in February 2020.

This application seeks to have the condition – which dates back to the original planning permission in 1963 – removed from 19 of the 41 units.

If approved, it would allow the units to also be let during the months of November to February.

“Significant overall benefit to the environment and future of the business”
A supporting statement from SJC Planning and Phil Salmon Planning Ltd says, “It is considered that the economic benefits of using less than half of the properties for 12 months of the year, together with the measures proposed as part of the ecological mitigation, provides significant over all benefit to both the protected environment as well as the future of the business”.

The environmental mitigations recommended include:

  • No additional exterior lighting is proposed on site. Some interior pendant lighting will be changed to ceiling LEDs;
  • New planting near the cottages will shield amenity grassland and the SSSI, minimising disturbance effects;
  • A developer contribution to the SPA will be made according to the Solent Recreation Mitigation Strategy guidelines;
  • Dogs will not be allowed at the site during November to March (enforcement through signage, booking process and 24-hour onsite staff) (may be affected by current application for PROW by member of public);
  • EMP and monitoring to guide initial works and ongoing management with additional enhancements including a new bird hide within the Holiday Village
