Budget Cuts: Procurement And Contract Management To Be CentralisedWe have just seen the full Isle of Wight council cut proposals which have just been outlined in preparation of the December Cabinet Meeting.

The council’s history of effective commissioning and contracting is not one of strength. More recently this has improved with the introduction of the Procurement Board and the experience gained through the competitive dialogue processes associated with PFI and the One School Pathfinder.

Our work in developing a new approach to commissioning from the voluntary sector has also won much praise regionally and nationally.

One consideration would be that this recent experience be developed and a core team established which take responsibility for all procurement and contract management, with senior staff responsible for ensuring such services are provided taking responsibility for the specification only but using the core team for all other aspects.

The impact of this approach would be to bring a number of staff across the organisation together into one team which would reduce management costs whilst developing a broader expertise amongst the staff group.

Better specification and tighter contract management could release the Council from undertaking a number of support tasks reducing staff costs further.
