Deliberate tax defaults: HMRC issues updated list of individuals and businesses

HM Revenue and Customs (HMRC) has released a new list of deliberate tax defaulters.

The updated list, published on 18th June 2025, names individuals and businesses across the UK who received penalties for deliberately defaulting on their tax obligations, where the individual tax lost exceeds £25,000.

Variety of sectors involved
Cases in the latest release span sectors including property, construction, hospitality and healthcare.

In each case, the taxpayer failed to fully disclose their default to HMRC at the start of the investigation.

The published details will remain online for 12 months.

Civil cases only
This list includes only those penalised under civil procedures. It does not cover criminal convictions for tax fraud.

HMRC only shares limited information about each case, which appears in full on the published list.

Encouraging compliance
Kevin Hubbard, HMRC’s Director of Individuals and Small Business Compliance, said,

“The overwhelming majority pay the tax they owe, but for those who refuse, we use a range of tools to take firm action.

“This includes publishing the names of those penalised for deliberate defaults to influence taxpayer behaviour and encourage defaulters to engage with HMRC.”
