Rodney Downer was elected as an independent councillor for Godshill and Wroxall in 2009. He was re-elected in 2013, 2017 and 2021.

Cllr Downer was subsequently elected as an independent councillor for Wroxall Lowtherville and Bonchurch following Boundary Commission changes in the May 2021 election.
